My initial thoughts:
1) good draw for ND
2) Richland Center is under .500, they must have been 4-5 games under before their district/section tournament started
3) Eden-Valley Watkins is the 2 time defending HS champ and played the state championship on June 22nd. I watched that game and thought to myself, "they can't have a big legion season."

edit: Ely got in as the host team. EV-W outscored there 3 opponents 39-13 in 3 games. They only play single elimination.

First off, there must not be a lot of support for this level of legion play since this is so spread out. Second, why do Minnesota and Wisconsin get both their state champ and state runner up in this tournament?

I do not see a SD team - might be a replacement.

My guess is it is hard to find 7-8 states to participate in this so they allow the larger states more than one team. I really have no idea though.

When north dakota hosted we had three teams in if I remember right.

Some states that have been involved in the past like SD and Nebraska might have teams that decided not to go. Therefore Wisconson got the option to have runner ups play. They probably invited Minnesota to bring their runner up too since they are the closest state.
