I haven't heard anything at all how to qualify for state in the regions? The top 2 teams that make it to the championship game are in? I can't even find any discussion about it on here?

Region champions qualify automatically.
Region runner-up plays the region 3rd place team from a different region and vice versa.

Example:
Region 1 runner-up plays the 3rd place team from Region 2.
Region 2 runner-up plays 3rd place team in Region 1.

State qualifying games are on Saturday. Regions 1 and 2 play at Mayville State. I'm not sure where west teams play.

That's wild, thanks for the info! Why is this never talked about? So 1 and 2 are paired for the 2nd and 3rd place winners? 3 and 4, 5 and 6, 7 and 8?

8 districts are down to 4 regions right now

R1#2 vs R2#3
R2#2 vs R1#3

R3#2 vs R4#3
R4#2 vs R3#3

This format does two things
1. Makes the region 3rd place game meaningful
2. Opens the door for a very strong region to potentially get 3 teams to State (i.e. Class A R2 BBB could do this)

I don't know if I completely follow you, but there are only 4 regions in the B division.

Sorry, Region 1 2nd place vs Region 2 3rd place and Region 1 3rd place vs Region 2 2nd place? Then the same thing for 3 and 4?

Is the plan to rotate which region you face in the play-in game or will it always be R1 vs R2 and R3 vs R4?

It is not in the plans.
