How is this determined in Girls Basketball?

I believe coaches in each District (or Region) nominate their seniors and their stats and the District (or Region) coaches vote on them.

Coaches nominate at the district level (if they have districts), District SAOTY is then up for Regionals (If your region doesn't have districts then each coach in the region can nominate for Regional SAOTY). The region winners are then nominated for state and each coach in the state is sent an email and can vote for state SAOTY (at the same time they vote for COTY)
