They do BUT:
District Power Points below
Enderlin (40 - OG, 30 - NC, 10 - FSHP, 0 - Richland)
OG (40 - Kindred, 30 - NC, 10 - FSHP, 0 - Richland)
Kindred (40 - Enderlin, 30 - NC, 10 - FSHP, 0 - Richland)
so therefore they are all 80 points. So I think the 2nd criteria comes into play...and I've heard its overall power points...but I've not sure
