There will be a really good team from district 2 that won't even make it to the regionals.

Two. Six good teams in the district...all of which are better than any team in district 1.

District 2 ranks as such (IMO):
1. Maple Valley
2. Northern Cass
3. Kindred

4. Central Cass
5. Enderlin
6. Oak Grove

7. FSHP

8. Richland

This is great to see! Now, coaches in District 2 should take the regular season with a lot more consideration. The teams with the most depth will advance.

Crazy to see three teams from one district in the top 10 in the State. That district and regional tournament should be great for basketball fans!

Members of the NDAPSSA - http://www.ndapssa.com

Thank you. That website says 28 members and 13 votes. Does that mean each town only gets 1 vote?

Basically, if you are close to a city with a newspaper and news stations, your team has a good chance at getting a look at receiving votes. That does give Region 1 and Region 2 teams an advantage since the 2 biggest newspapers and tv stations in the state are in the east.
