If I had to venture a guess I would say it would benefit Hettinger-Scranton and other teams that have multiple "big class B's" in their regions.

Benefits VC more. Makes them the big fish in a small pond. The middle class would probably have at most 32 teams (24 is more likely). The lower class would still have 70-80 teams.

It benefits Valley City way more. They have difficulty being competitive against other Class A teams. Hettinger/Scranton is competitive in Class B.

I think you are actually the class fairy, not the soup nazi. Lose a game and the class fairy will leave a new class under your pillow just for your team.
