I can see trying to keep these districts similar to bball, but it doesn't make sense to me to have 8 teams and 5 teams in neighboring districts. Carrington or midkota could easily be moved to district 7 to even out a bit

District 16 is even more staked adding Kenmare. But district 15 is very down without Stanley (they were moved in the last realignment)
