Tie Breaker Criteria

If they hold serve in the final week, there will be a 3-way tie for first in region 3. They are all 1-1 against each other. What's the next tie-breaking criteria, point difference between the 3? After the #1 seed is determined, then is it head-to-head to determine #2? So in this scenario, Velva beat Bishop by 30, WNG beat Velva by 20 and Bishop beat WGN by 13; so Velva's #1 then Bishop is #2 based on the head-to-head win against WNG?
