The no contest part is ridiculous.
If you don't field a team/can't play, you should lose.

What about when you can field a team but the school won't let you? Is that dumb and they kids who can't do anything about it should lose?

Yep should be a loss... agreed. Life is not fair. I don't believe anyone wants to take a loss becuz of covid. I think the teams taking the no contest would love to make up those games but playing 2 games a week is hard but I am sure the teams would do it.
