I think they are taking top 16 or 18 times. Then they are having a mini state meet.

ya the junior high state meet is for the top 18 times in the whole state in class a and class b track

are the 7th and 8th graders gonna be together or is there gonna be separate divisions for each?

I'm pretty sure its a separate division for each grade.
